Customs Operations in the International Trade System in the Context of Digital and Global Transformations

Abstract In the current context of global economic development, international trade is undergoing significant transformations driven by the rapid digitalisation of economic processes, the globalisation of markets and the strengthening of integration links between nations. The issue of the efficiency of customs operations, which are a key element in regulating foreign economic activity and ensuring the economic security of the state, is becoming particularly relevant. Traditional approaches to customs procedures are gradually losing their effectiveness amid growing volumes of international trade, increasingly complex logistics chains, and the need for rapid data exchange between participants in foreign economic processes. This necessitates the introduction of digital technologies into the customs sector, in particular electronic declaration, automated risk analysis systems, the use of big data and artificial intelligence tools. To summarise the findings of the study, it should be noted that customs operations in Ukraine are undergoing a systemic transformation driven by digitalisation and global changes in international trade. It has been established that the introduction of electronic declarations, the development of the ‘single window’ system and the application of a risk-based approach to customs control contribute to improving the efficiency of customs administration, reducing processing times and alleviating the administrative burden on entities engaged in foreign economic activity. The study confirmed that the transformation of customs operations is multifaceted and is driven by a combination of external, internal and crisis-related factors. In particular, globalisation and European integration processes shape the strategic direction of development, whilst internal reforms and the modernisation of the institutional framework ensure their practical implementation. Crisis factors linked to the state of war necessitate a rapid response and increased flexibility in customs procedures, which, in turn, drives further digitalisation and automation of processes. Promising areas for improving customs operations include deepening digital integration with international customs systems, expanding the use of big data analysis and artificial intelligence tools, enhancing cybersecurity, and harmonising the regulatory framework in line with European Union standards. Implementing these areas will help boost the competitiveness of the national economy, integrate Ukraine into global trade networks, and ensure the effective functioning of the customs system in the face of modern challenges.
