| Abstract | The purpose of the article is to reveal theoretical approaches to the financial support of social protection for war veterans and their family members, to analyze the current state of its functioning, to determine the role of such support for the socio-economic stability of the state under conditions of wartime challenges and post-war recovery, as well as to develop proposals for improving state assistance mechanisms aimed at the social adaptation and economic integration of veterans. The article examines the financial support mechanisms of social protection for war veterans and their family members under martial law and in the context of Ukraine’s post-war recovery. The study analyzes the regulatory and legal framework governing veteran policy, outlines the system of state guarantees, and evaluates the structure of financial instruments aimed at ensuring social security, rehabilitation, housing provision, and socio-economic reintegration of veterans. Particular attention is paid to the dynamics of the number of veterans and their families, which directly influence the scope of public expenditures and long-term budget commitments. The paper explores the specific features of budget financing in 2023–2026 at both the national and regional levels, highlighting the gradual transition from integrated financing within general social expenditure programs to the formation of a distinct budgetary framework for veteran policy. The findings indicate that the prevailing compensatory model of support, primarily based on transfers and benefits, is insufficient to address long-term reintegration challenges. The study substantiates the need to transform veteran policy into a social investment model focused on restoring human capital, promoting employment and entrepreneurship, and enhancing economic self-sufficiency. In this regard, the article proposes directions for improving financial mechanisms, including the introduction of social contracts, voucher-based instruments, credit and guarantee programs, and the strengthening of medium-term budget planning. The implementation of these approaches would contribute to increasing the effectiveness, sustainability, and socio-economic impact of public support for veterans in the recovery period. | ||
