| Abstract | The article substantiates the conceptual foundations for modernizing the external economic potential of Ukraine’s agrarian sector under wartime challenges and global economic restructuring. An integrated strategic management model “AgroExport 2030” is proposed, combining process-based quality management approaches (ISO 9001, EFQM) with strategic management instruments (Balanced Scorecard, SWOT, PEST, and GAP analysis). The model is aimed at increasing the level of agricultural processing, expanding market geography, reducing logistics costs, and strengthening the export competitiveness of Ukrainian enterprises. The dynamics of foreign economic activity in 2020–2024 were assessed, identifying structural shifts toward the transition from a raw material model to the production of high value-added goods. Based on FAO, OECD, World Bank, and the Ministry of Agrarian Policy and Food of Ukraine data, the study confirms a three-phase trajectory of agro-export development: “shock – adaptation – partial recovery.” It was revealed that after a 23% export decline in 2022, a gradual recovery of logistics and a 35% increase in processed products occurred in 2023–2024. The aim of the study is to substantiate the integration of strategic management, process quality management, and digital tools into the system for enhancing the external economic potential of the agrarian sector. The objectives include: identifying the industry’s key strengths and weaknesses (SWOT analysis); setting forecast benchmarks up to 2030; constructing a Balanced Scorecard (BSC); and modeling modernization effects across the areas of “processing – logistics – greening – branding.” The research results indicate that by 2030, under the baseline scenario, the share of processed products in exports may increase from 40% to 60%, total agro-exports may reach USD 33 billion, logistics costs may decrease by 15%, and the share of organic products may double. The overall modernization effect is estimated at +36% relative to the 2024 baseline. The practical significance of the results lies in developing a flexible strategic management model that ensures coherence among state institutions, businesses, and international partners. The proposed mechanisms—digitalization of exports, public–private partnership investment funds, green technologies, and the national brand Agro Ukraine Premium—are aimed at strengthening Ukraine’s position in global food security value chains. | ||
