The formation and development of the value chain in the agrarian sector of Ukraine's economy depends on the completeness and scale of the restoration of economic ties between agricultural producers and food industry enterprises. The situation is particularly difficult in the livestock sub-complexes of the agro-industrial complex – meat and dairy products. The decline in livestock numbers and meat and dairy production, excessive exports of grain products against the backdrop of increased imports of finished meat and dairy products are the reasons for the continuing stagnation of Ukraine's meat and dairy processing industry. Therefore, a clear assessment of the sources of raw materials for domestic meat processing plants and dairy plants, and the development of measures based on this assessment aimed at eliminating and preventing existing raw material shortages in the future, is an important research task.
There have been noticeable changes in the sources of supply of livestock raw materials for domestic meat processing enterprises: 1) there has been a significant reduction in the supply of raw materials from agricultural producers, mainly due to products produced in private households – by 15.1 times; 2) the share of raw materials produced by processing enterprises has increased from 0% in 2004 to 83.3% in 2021; the share of imports in the structure of raw material sources for domestic meat processing plants in 2014-2021 fluctuated between 17% and 25%.
There have been noticeable changes in the sources of milk supply for domestic dairy enterprises: 1) the supply of raw materials from private farms has decreased by 84%; 2) the supply of raw materials from agricultural enterprises has increased by 50%; 3) the share of raw materials produced by processing enterprises ranges from 1 to 9%; 4) dairy raw materials are imported in the form of pasteurized milk and cream of various fat contents. It is not possible to estimate the exact amount of raw material imports, as these products can be used both as end products and as intermediate products.
