Development of Rural Entrepreneurship as a Priority of State Social Policy

Abstract The article investigates the development of rural entrepreneurship as a priority of state social policy, particularly under the challenges posed by the ongoing war in Ukraine. The relevance of the topic lies in the critical role of rural entrepreneurship in ensuring economic stability, reducing unemployment, and fostering sustainable development of rural territories. The article highlights the necessity of state support through financial, tax, and educational instruments aimed at stimulating small businesses, family farms, and agricultural cooperatives. The purpose of the study is to substantiate the need for implementing tools to support small-scale rural entrepreneurship and propose recommendations for creating territorial agricultural cooperatives with a closed production cycle. The research employs methods of theoretical analysis, systematization, statistical evaluation, and graphical representation to analyze the dynamics of rural development and determine effective mechanisms for state support. The results reveal that agricultural cooperatives, functioning within specific territorial communities, can significantly enhance the competitiveness of small producers by reducing logistics costs, improving product quality, and ensuring access to stable markets. The study identifies the benefits of introducing simplified tax regimes and grant programs to encourage the establishment and effective functioning of cooperatives. Furthermore, the integration of youth, internally displaced persons, and local rural populations into economic activities is emphasized as a vital component of social stability and economic recovery. In conclusion, the article outlines the practical recommendations for creating a comprehensive system of state support for rural entrepreneurship, addressing both economic and social aspects. These measures include promoting agricultural cooperatives, facilitating financial accessibility, and providing training for modern agricultural practices.
