The impact of war-crisis factors on the business environment in the context of economic reconstruction of Ukraine

Abstract The article examines the impact of war-crisis factors on the formation and transformation of the business environment in Ukraine in the context of full-scale armed aggression and post-war economic recovery. Key groups of influencing factors are systematized: security, economic, financial, institutional, social and labor and infrastructure, and the consistent and systemic impact of war and crisis factors on the business environment of Ukraine is revealed. Key directions for the formation and development of the business environment in the conditions of post-war reconstruction of the economy of Ukraine are substantiated. A set of measures aimed at ensuring stability, growth and competitiveness of business in conditions of high uncertainty and transformational changes is proposed and substantiated. The key factors that determine the level of adaptation potential of business entities in the conditions of war-crisis transformations and unstable external environment are systematized. Strategic directions for the development of the business environment in the conditions of post-war recovery of the Ukrainian economy are identified, which form the basis for ensuring its stability, competitiveness and long-term growth. It is substantiated that the modern business environment operates under the influence of a high level of uncertainty, which necessitates the need for business adaptation to new risks and challenges. Key destructive factors are identified, including: destruction of production infrastructure, logistical constraints, reduction in effective demand, labor shortages, and limited access to financing. The transformational changes in the business environment are analyzed, in particular, the strengthening of the role of small and medium-sized businesses as a factor of economic stability, the growing importance of digitalization, and the development of new forms of entrepreneurial activity. It is proven that in the conditions of a war economy, entrepreneurship performs not only an economic but also a social function, contributing to the preservation of employment and stabilization of the socio-economic situation.
