Strategic support for the modernization and development of ukraine’s agribusiness sector within the framework of the “agro transformation 2030” model

Abstract
Key words The article substantiates the strategic foundations for the modernization and long-term development of Ukraine’s agribusiness sector under wartime challenges, global economic instability, and the transition toward the European model of green and digital transformation. An integrated strategic management model “Agro Transformation 2030” is proposed, combining strategic planning tools (PESTEL analysis, SWOT/TOWS, BSC, GAP model) with a process-based quality management approach (ISO 9001:2015, EFQM), mechanisms of institutional cooperation, and modern AgroTech digital solutions. The model is aimed at technological modernization of production, development of deep processing, export diversification, logistics transformation, and the implementation of ESG-oriented corporate management practices. Based on FAO, OECD, World Bank, and Ministry of Agrarian Policy data, as well as the results of economic and mathematical forecasting, it is determined that the agrarian sector is shifting toward an “innovation-driven recovery” trajectory, characterized by rising investment activity, structural reorientation toward higher value-added products, and the strengthening role of digital solutions in production and logistics. Under the innovative scenario, by 2030, productivity is expected to increase by 28–34%, investments in processing to grow by 2.1 times, the share of processed products to expand to 34%, organic production to triple, and logistics costs to decline by 25–30%. The methodological framework of the study is based on systemic, institutional, structural-functional, and comparative-analytical approaches. Methods of economic-statistical analysis, index and correlation assessment, adaptive forecasting, and scenario modelling were applied. A four-module structure of strategic support for modernization is developed, comprising innovative development, export diversification, sustainable management, and institutional synergy. The practical significance of the results lies in the development of a scientifically grounded strategic management model capable of ensuring technological advancement, strengthening the competitiveness of agribusiness, expanding Ukraine’s presence in global markets, and forming a resilient, innovative, and environmentally responsible agri-food system by 2030.
