Prospects for the use of agricultural bills in Ukraine as an instrument for attracting source of financing for agricultural producers

Abstract Relevance. In wartime conditions, access to banks or non-bank financial institutions is limited in certain regions. The issuance of an agricultural bill requires only the services of a notary. Therefore, agricultural bills are especially necessary in such regions. Methods. The research based on the scientific works of Ukrainian specialists who have studied the issues related to agricultural bills. To reveal the essence of the stated objective, methods such as analysis, synthesis, and comparison used. A systemic approach applied in forming the business model for the functioning of agricultural bills in Ukraine. The conclusions formulated using the method of generalization and the logical method. Results. For the first time, the agricultural bill legalized in the Law of Ukraine “On Agricultural Bills” dated November 6, 2012. This new financial instrument came into effect in 2015. Agricultural bills are divide into two types of obligations: commodity and financial. The implementation of agricultural bills began in the Vinnytsia, Mykolaiv, Sumy, Poltava, Ternopil, Kharkiv, Khmelnytskyi, and Cherkasy regions. In 2018, a national Register of Agricultural Bills was established. After that, the use of this instrument spread across the entire territory of Ukraine. According to the data from state enterprise "Agrarian Registers," a total quantity of agricultural bills are 11 173 items issued for an amount of UAH 78.6 billion. Conclusion. Thus, the process of issuing agricultural bills provides agricultural enterprises with an advantage over traditional loans, primarily because the obligation to deliver goods or make payments depends on the harvest yield. In the event of a poor harvest, the fulfillment of obligations can be postpone to the next period. Despite all the drawbacks of agricultural bills, they have the potential to become an instrument that opens up new opportunities for the development of the agricultural sector. At the same time, government efforts should be aim at improving the Register of Agricultural Bills, as well as implementing and regulating the electronic form of agricultural bills. This will ensure transparency in the process of securing the necessary financing for agribusiness.
