Abstract Production continues to decline in most livestock industries. The largest decline was observed in domestic livestock production: beef and veal production decreased by 7.4 times, and milk production by 3.2 times. The only livestock industries with a steady upward trend in production are pig and poultry. The direct cause of the decline in livestock production is the reduction in the number of farm animals. Poultry farming is a livestock industry that has seen relatively steady growth in the number of animals. However, the decline in the bird population that began in 2020 due to the COVID-19 pandemic and continued in 2022 due to the resumption of large-scale russian invasion will continue at least in the short term. The most critical situation is in the domestic livestock sector. Between 1990 and 2022, the number of cows decreased by 6.1 times, and the number of cattle in growing and fattening by 17 times. This led to a protracted crisis in the domestic dairy industry. The shortage of raw materials is driving up purchase prices for raw milk and finished dairy products. Given the decline in real household incomes, this leads to a reduction in demand for domestically produced dairy products. Instead, imports of dairy products are growing. This means a reduction in the share of domestic enterprises in the domestic market, deterioration of food security indicators, and impediments to the formation of the domestic value chain. In the short term, the reduction in the number of animals can only be compensated for by increasing their productivity. However, the use of outdated technologies in livestock breeding hinders the potential for producing relevant products at minimal cost. Household farms in Ukraine play an important role in the functioning and development of the value chain in the agrarian sector of the economy - in the livestock sector, household farms account for a large share of production of major products (excluding meat). This means that one of the most important areas of state agrarian policy should be to support diversity in agriculture
