Abstract | The article reveals the evolution of technological specialization of Ukrainian agri-food exports in 2016–2023 against the background of global trends of increasing technological complexity of food trade, which makes the study strategically important for the post-war recovery and European integration intentions of the country. The relevance is due to the stable predominance of raw materials in the export structure and the deterioration of the weighted average index of technological complexity of agricultural products, which in 2023 dropped to -0.782, decreasing by 0.06 points compared to 2016, which indicates the stagnation of value-added chains. The purpose of the study is to quantitatively assess the level of technological sophistication of Ukrainian agri-food exports, identify structural imbalances and form scientifically based diversification directions that can bring the indicators closer to the goals of the Strategy-2026. To achieve it, comparative cross-country analysis, structural and dynamic processing of foreign trade statistics, the index modeling method (ECI, PCI) and the Atlas of Economic Complexity platform tools were used, which allowed integrating micro- and macro-level data. The results demonstrate negative index values for almost all commodity groups; the largest in terms of export volumes, grain and oilseed crops, remain in the negative zone, restraining the growth of domestic added value. Based on a multi-criteria assessment, six promising areas were identified – vegetable proteins, functional food products, freeze-dried snacks, specialized oil and fat ingredients, nutraceuticals and biopolymers – capable of providing a 4-6-fold increase in revenue per ton of raw materials and significantly improving the TPI index of the economy. The conclusions substantiate that the transition from a raw material to an innovative model of agricultural exports requires the concentration of state support for R&D, clustering of processing enterprises, expansion of exporter financing programs, and harmonization of technical regulations with European requirements, which will ensure sustainable GDP growth and Ukraine's integration into high-tech value chains. | ||
