Export agricultural specialization of Ukraine: assessment and strategic priorities

Abstract The article highlights the urgent problem of forming an effective export policy in the agro-food sector of Ukraine. In modern conditions, this sector is one of the key sources of foreign exchange earnings and ensuring food security in the world, but at the same time it remains highly dependent on the export of raw materials with a low level of added value. The purpose of the study was to comprehensively assess the structure of Ukraine’s agro-food exports, analyze its dynamics, competitiveness, and identify prospects for the development of products with a high degree of processing. To achieve this goal, statistical analysis methods were used, in particular, calculating the comparative advantage index, diversification index, and structural analysis of the share of commodity groups in exports. The study revealed that the largest share in the structure of Ukraine’s agro-food exports is occupied by raw materials such as cereals and vegetable oils, which demonstrate consistently high indicators of competitive advantages. However, the share of highly processed finished products, such as confectionery, ready-made grain products and processed vegetable products, remains low, which reduces the potential economic impact of export activities. The article emphasizes the need for a gradual transition from raw material specialization to an export model with a greater emphasis on value-added products. The authors propose measures to stimulate investment in processing enterprises, develop new technologies, and expand access of Ukrainian products to new international markets. The importance of integration into global value chains is also emphasized, in particular through the development of international cooperation and improvement of the regulatory framework. The conclusions of the article emphasize the need for a comprehensive approach to the formation of export policy that will take into account the potential of the Ukrainian agricultural sector, ensure competitiveness in international markets, and contribute to economic stability. Particular attention is paid to the development of strategies for the development of the agri-food sector, which are aimed at increasing the level of export diversification and reducing its dependence on the instability of world prices for raw materials.
