Peculiarities of lending to the agricultural sector of Ukraine under martial law

Abstract The article considers and characterizes the impact of credit support on maintaining the proper functioning of the agricultural sector, one of the key sectors under martial law, as well as the issue of providing Ukrainian agricultural enterprises with credit resources to carry out effective economic activities under martial law.1 It is determined that the effective functioning of agricultural enterprises often depends on credit support from the state, especially in difficult economic conditions. After all, supporting domestic producers and their development and stimulating demand for products made in Ukraine is the basis of our state policy. About 14 % of the population of Ukraine is engaged in agriculture. Ukraine plays an important role in the supply of oilseeds and cereals to the world market. The need to use credit relations in the agricultural sector of the economy is associated with the peculiarities of agricultural production, uneven movement of working capital of agricultural enterprises. The functioning and formation of the credit market requires the creation of a perfect mechanism for lending to farmers who can expand access to credit resources. The article assesses the level of state support on the basis of the proposed program and analyzes the current situation on the support of agricultural enterprises that allow the export of agricultural products from Ukraine to the global agricultural market. In this context, it is especially important to provide loans to agricultural producers from the banking sector or to guarantee such loans within the framework of the state's targeted agricultural support program. The disruption of the agricultural supply chain has already turned out to be causing significant damage to the people, economy and environment of Ukraine. Therefore, solving the problems of agricultural development with the support of the state and banking sectors is important for the financial support of the production and economic activity of agricultural enterprises and the further development of their innovative potential.
