The article explores the role of receptive tour operating as a strategic factor in promoting the sustainable development of cultural tourism in Ukraine in the context of European integration. It examines the transformation of the domestic tourism industry, emphasizing the importance of local tour operators in shaping competitive and environmentally responsible tourism products. The study highlights how receptive operators act as mediators between international demand and regional cultural resources, ensuring the preservation of cultural heritage and fostering the social and economic growth of local communities.
Particular attention is paid to the adaptation of Ukraine’s tourism policies and business practices to European standards of sustainability, accessibility, and inclusiveness. The article analyzes recent trends in the cooperation between tour operators, cultural institutions, and local authorities aimed at enhancing the attractiveness of cultural destinations and improving service quality. The implementation of digital tools, storytelling techniques, and community-based tourism projects is discussed as a driver of innovation and cross-cultural dialogue.
The analysis of inbound tourism dynamics in Ukraine during the 2020–2024 period demonstrates significant fluctuations influenced by global and domestic factors. Following a sharp decline in 2020–2022 due to the COVID-19 pandemic and the onset of the full-scale war, a gradual recovery was observed in 2023–2024, with the number of foreign arrivals approaching pre-crisis levels. Despite persistent security and logistical challenges, the renewed interest of European travelers in cultural and heritage tourism indicates the resilience of Ukraine’s tourism potential. This trend confirms the growing role of receptive tour operators as key facilitators of international visitation and cultural exchange within the evolving framework of Ukraine’s European integration.
The research underscores that sustainable cultural tourism, grounded in responsible receptive operations, contributes to strengthening Ukraine’s cultural identity and integration into the European tourism space. In conclusion, the paper suggests strategic directions for further development – including diversification of cultural routes, strengthening public-private partnerships, and expanding professional training in sustainable tourism management – as essential conditions for Ukraine’s successful participation in the common European tourism market.
