Abstract | The article examines the development of state-supported insurance programs aimed at reimbursing a portion of the costs incurred by agricultural producers for the payment of insurance premiums under agricultural insurance contracts. The main research findings indicate that agricultural insurance serves as a crucial risk management instrument, especially in regions where agriculture faces unpredictable climatic and market risks. For example, in North America, a substantial portion of agricultural insurance premiums is concentrated in the United States and Canada, where the government plays a pivotal role in supporting the insurance sector through subsidies and regulatory frameworks. Ukraine, a country with substantial agricultural potential—particularly as a leading global producer of wheat and potatoes—urgently requires the development of a robust agricultural insurance system. The article highlights that several state programs exist in Ukraine to provide financial support to farmers, including assistance for landowners and livestock producers. These programs, however, remain limited in scope and effectiveness. An analysis of the agricultural insurance market reveals that the number of insurance contracts concluded and the volume of premiums collected are largely influenced by regional characteristics and the prevailing business environment. Currently, the majority of insurance contracts are focused on crops such as winter wheat and corn, yet the level of governmental support remains insufficient for the comprehensive expansion of agricultural insurance coverage. The findings underscore that for Ukraine to achieve sustainable agricultural development, there is a pressing need to enhance the mechanisms of state support and refine the methodologies used for assessing crop losses.
