The principle of the unity of centralised and decentralised principles in the formation and implementation of social policy

Abstract This article analyses the principle of combining centralisation and decentralisation in the formation and implementation of social policy. It is pointed out that the war is not a reason to suspend the development of the social sphere, since the success of economic reforms during this period and Ukraine's recovery from the war will depend on the implementation of effective social policy. The article summarises theoretical approaches to social policy as a direction of state regulation of the economy and a part of the internal policy of the state, which plays a key role in ensuring optimal development of the social sphere. The diversity of definitions of social policy is due to the fact that Ukraine does not have a long-term concept of social policy at the legislative level, and there is no separate law that would enshrine the basic concepts, goals, functions, objectives, subjects and objects of social policy, and the mechanism and means of its implementation. The study proves that, in accordance with the principle of unity of centralised and decentralised principles in governance, the State should form a paradigm of social policy, its priorities and main directions. That is, from this point of view, there is a need to expand the principle of centralisation in the formation of social policy. And for the successful implementation of social policy, it is important to involve communities in understanding the local government reform, better known as ‘decentralisation’, which has become one of the most necessary, successful and popular reforms in Ukraine. The study highlights the principle of subsidiarity, when only those functions are transferred to a higher level of government that cannot be effectively implemented at a lower level, and that cannot be handled effectively by local authorities as the closest to the people, i.e. the governance mechanism is built from the bottom up. It is determined that the effect of the principle of unity of centralised and decentralised principles in the formation and implementation of social policy is clearly evident in the provision of social services. Here, the task of the State is to constantly analyse the needs of social groups and review the State policy in this area, while the task of territorial communities is to be responsible for planning, organising and providing these services.
