Economic justification of measures to increase the effectiveness of motivational policy in the organization

Abstract Introduction. In order to make qualified management decisions on the creation of an effective motivational mechanism, it is necessary to create and apply motivational monitoring, ie a system of constant supervision and control over the state of motivation of workers. Methods. Analysis, evaluation, forecasting. Results. Improving the effectiveness of motivational policy in the organization, as evidenced by the data indicates that funding from the budget for research activities are distributed differently. Thus, in 2020 this figure was – 12079.5 thousand UAH, and in 2021 – 15570.5 thousand UAH. However, the costs incurred for the production of science-intensive products from research fields in 2021 compared to 2019 increased. The inflow of own funds to the special fund in 2019 amounted to – 0.81 hryvnias per budget hryvnia, and in 2021 – 1.41 hryvnias, which is 0.60 more. Due to insufficient budget funding for the entire scope of research work, the Institute, together with a network of its structural units – research and selection departments, attracts extrabudgetary funds, the share of which is 54.1 % for 2019–2021, including.: 2019 – 44.7 %, 2020 – 57.5 %; 2021 – 58.5 %. Significant underfunding for basic research in 2021. However, it is possible to note an increase in the applied to 3580.1 thousand UAH. The share of extrabudgetary funds in total funding in 2021 increased to 58.5 %, which is 13.8 % more in 2019 and 1 % in 2020. As for the network of the Institute (breeding stations and research farms), in the conditions of market relations, intensification of competition, the need to overcome the effects of the global economic crisis, business leaders are required to be active, entrepreneurial skills and commercial initiative and motivation. Conclusions. By groups of basic needs of all types of incentives for workers, a special place is occupied by the economic component – wages and its organization, because it most fully reflects the relationship between the performance of an individual employee and his material reward. The financial stability of any enterprise is one of the main conditions for its stable operation and dynamic development in market conditions. The appropriate level of financial stability of the business entity guarantees its solvency, stable profitability, determines its independence from abrupt changes in market conditions. The higher the income, the higher the percentage of motivation, in particular – it is 20 %, which includes allowances and surcharges.
