Abstract | This article explores the issue of implementing digital instruments in the management of local public finances in the context of Ukraine’s decentralization reform and current challenges of post-war recovery. The research emphasizes the significance of digitalization as a strategic tool for improving the transparency, efficiency, and accountability of budgetary processes at the community level. The relevance of the study is determined by the urgent need to modernize public finance management systems in local self-government bodies through the application of innovative digital platforms. The lack of qualified personnel, limited technical capacity, and insufficient funding hinder the digital transformation of financial management in many territorial communities. At the same time, international and national practices demonstrate the substantial benefits of integrated digital solutions. The methodology of the research combines general scientific and specific methods: analysis and synthesis to summarize theoretical approaches to digital finance; comparative analysis to study the functionality of various digital systems (such as LOGICA, “Mistsevyi Byudzhet”); and a systems approach to examine interconnections between technical, human, and regulatory factors. The research also includes expert evaluation through a targeted survey of community finance officers and analysts, as well as content analysis of normative documents and strategic publications from 2023–2025. The results show that the most significant barriers include low digital literacy (85%), inadequate infrastructure (78%), lack of financing (70%), and cyber threats. On the other hand, the implementation of digital tools leads to increased accuracy in budget forecasts, reduced processing time for financial requests, and improved citizen engagement via online dashboards. Data analytics also enables better oversight of expenditures and identification of inefficiencies. The conclusions highlight that effective digitalization of financial management at the local level requires a comprehensive approach involving legislative updates, sustainable funding, technical support, staff training, and the creation of unified national platforms.
