Financial self-sufficience of territorial communities under decentralization conditions

Abstract The article examines the theoretical foundations of financial self-sufficiency of territorial communities and decentralization, explains the causes of crisis phenomena and features of their manifestation at the local level; trends in ensuring the financial self-sufficiency of territorial communities were analyzed: domestic realities, as well as triggers of instability and their impact on the financial self-sufficiency of territorial communities. The purpose of the article is to deepen the theoretical foundations, develop scientific and methodological approaches, and substantiate practical recommendations for improving mechanisms for ensuring financial self-sufficiency of territorial communities in Ukraine. The theoretical principles of financial self-sufficiency of territorial communities are analyzed. Provision of financial self-sufficiency of territorial communities in conditions of decentralization is considered. The challenges and the new reality in which the territorial communities found themselves require a quick, effective response and the renewal of the mechanisms for ensuring their financial self-sufficiency as a criterion for the effectiveness of the administrative-territorial reform and changes accompanying decentralization. Attention is being paid to the problems of forming a financial policy with high adaptability in the face of internal and external challenges, strengthening the financial and organizational autonomy of local self-government bodies, etc. The above-mentioned issues are becoming especially relevant due to the growing need to develop new approaches to managing local economic development in the conditions of war and post-war recovery. The scientific principles of improving the mechanisms of strengthening the financial self-sufficiency of territorial communities in the conditions of the war in Ukraine and slowing down the pace of the decentralization reform are proposed and substantiated. The war in Ukraine increased financial instability and reduced the stability of socio-economic systems at various levels, which, in turn, are significant obstacles to the provision of public services for the population and life in general. Powerful local self-government as an independent institution of public power and self-sufficient communities is a vivid indicator of the effectiveness of the administrative-territorial reform and the changes that accompanied decentralization.
