The ability of the development strategy of the united territorial communities of the Cherkasy region

Abstract The article is devoted to the analysis of the capacity of the development strategy of the Cherkasy region. The revenues of the general fund of the united territorial communities in the Cherkasy region for 2017–2021, the income of the general fund of the united territorial communities of the Umansky district for 2020 and 2021, the structure of the budget implementation of the Umansky district for 2017 were considered and analyzed., 2020, revenues and expenditures of local budgets of the Cherkasy region for 2014–2021, the structure of actual revenues and expenditures of the general fund of the Uman district for 2021, financial support from the state for community development and infrastructure development for 2014–2022. The development capacity of united territorial communities after the completion of work on the formation of the territorial basis for local self-government and state authorities was studied. Any resident of a village or city has the right to modern medicine and education, affordable and high-quality administrative, communal, social services, good roads, clean and well-lit streets. People can influence the quality of these services only when they are responsible for providing them. The authorities closest to the people are local self-government bodies: village, settlement, city councils and their executive committees. It is they who should have broad powers and sufficient funds to be able to solve all local issues and bear responsibility for it. In the ratio of the general fund of the Cherkasy region and the general fund of the OTG, which are part of it, there is a gradual increase in revenues to the united communities due to the constant process of their formation. It is worth noting that there are some deviations between the budget of the general fund of the region and the OTG, for 2017 – UAH 5318.0 million. (97.0 %); 2018 – UAH 5,779.5 million. (88.0 %); 2019 – UAH 6,098.5 million. (82.0 %); 2020 – UAH 1,130.5 million. (14.0 %); 2021 – UAH 1,352.2 million. (14.0 %). Having considered the Cherkasy region in general, we will conduct an analysis of the revenues of the general fund of the united territorial communities of the Uman district for 2020–2021. The functioning and development of territories - united territorial communities, regions, requires the support of the state, regional economic policy for their priority and strategic development, the basis of viability and life support of communities is the functioning economy of territories, which must work and develop. Local self-government bodies successfully use new opportunities for community development and implement innovations aimed at improving the quality of life of citizens. The united territorial communities of the Cherkasy region received a significant result from the decentralization reform, perhaps the main tasks, goals, and objectives in the direction of the formation and development of capable self-government organizations have not been fulfilled in general, but on the basis of unforeseen circumstances and urgent changes, the territorial communities add a lot effort to create own viability and macroeconomic stability of the region and the state in general
