Place of anticipative management at agricultural enterprises during the russian-ukrainian war

Abstract Modern conditions of existence of agribusiness are characterized by variability and instability of both the external and internal environment. The full-scale Russian-Ukrainian war made adjustments to the work of every enterprise. Because of the war, most of the enterprises of Ukraine found themselves in a difficult situation. Therefore, managers and employees of organizations should concentrate their attention on solving the crises that arose as a result of a full-scale invasion. Thus, anticipatory management is more relevant than ever. After all, the development of this type of management at the enterprise will help prevent the onset of a new crisis and take all necessary measures to prevent it. The purpose of this article is to determine the place of anticipatory management at agricultural enterprises during the Russian-Ukrainian war and to justify the recommendations regarding the need for early detection of weak signals. The theoretical and methodological basis of the study was the work of domestic and foreign scientists, leading scientists and practitioners in the field of anticipatory management development. In addition, general scientific and special methods were used during the research. In particular, the method of analysis, the method of synthesis, for substantiation and presentation of conclusions and proposals regarding the complex of measures for effective management, is used with an abstract and logical purpose. The conducted analysis of the share of enterprises that were on the verge of bankruptcy or were forced to suspend their work is significant. This, in turn, signals that the formation of methodological bases for anticipatory management is insufficient or completely absent. For a more detailed understanding of the place of anticipatory management at agricultural enterprises, it is advisable to analyze the export/import of agricultural products, the sown area of agricultural crops and the yield. After all, these indicators are influenced by the company's ability to respond to crisis situations in a timely and skillful manner. The studied indicators in 2022 show a negative character, which will directly, first of all, be reflected in the profitability of each of the agricultural enterprises. Therefore, according to the obtained data, we can conclude that 2022 has become a challenge for every agrarian, because many crisis situations have arisen, with which it is necessary to be able to fight in a short time and, above all, to be able to detect weak signals. In the conditions of a high level of dynamism and uncertainty of the operating environment, anticipatory management is a relevant type of management activity that improves the resource (information and time) provision of the process of making various anticipatory management decisions regarding the use of opportunities or the elimination of threats to the operating conditions of an agricultural enterprise. As we can see from the above information, anticipatory management after the beginning of a full-scale invasion is gaining more and more relevance, because its skillful application will enable the company to maintain its competitive position on the market and adjust its activities before the onset of crisis situations. Thus, the proposed recommended structure of the process of identifying weak signals at agricultural enterprises should strengthen the faster response to possible crisis situations. Therefore, the effectiveness of the results of anticipatory management depends, first of all, on a qualitatively formed methodological base, which includes a set of methods for the implementation of operations of the planned function.
