Abstract | The paper defines the definition of "budget management" as an economic concept, which is considered as a system for managing budget resources using scientifically sound market-based forms and methods for making effective decisions. The content of budget management which is limited to the interaction of the subject and the object is indicated. A system of budget management has been determined, which is represented by a variety of forms and methods of generating funds in the budget and directions for their expenditure. This paper has clearly shown that all introduced elements of budget management are interlinked; moreover, this scheme reflects bilateral approach to budget management. It has been found that the quality of budget management is mainly dependent on the public expenditure policy, as the expenses are associated with those public benefits that the State provides and finance. It should be emphasized that at the current stage of development of native budgetary relations, expenditure budget management can be determined as budget re-engineering. Also the definition of this term is defined as fundamental modifications in consideration and structure of business processes to achieve significant improvements in such key indicators for modern business as prices, quality, service quality and efficiency. It has been found that budget re-engineering involves modifications in design, structure and operation of the elements of the budget system, their relationships, principles of organization in the budget process, that is, shift from the expenditure side to results-based budgeting. Special attention is given to a managerial decisions scheme on budget management and it has been determined that it is considered as a part of the public financial management system consists of structural elements (parts) that qualify its functional purpose. It is specially noted that the creation and development of public financial management in general and budget management will not only provide an improved knowledge for modern financial science, but will also serve as a basis for the development and implementation of an effective national financial policy in a global economy and an unstable external environment. | ||
