Current problems of filling local budgets and their expenditure in the conditions of maritime

Abstract The article examines the issue of finding solutions to problematic aspects of filling local budgets and their expenditures. The existence of the created united territorial communities (OTG) and volumes of incomes of their budgets are investigated. An assessment of the financial capacity of OTG for the first half of the reporting year. Under martial law, it is extremely important to ensure the prompt, proper and continuous execution of local budgets. To ensure the effective functioning of the budget sphere and the vital needs of the inhabitants of territorial communities during martial law, the Office of the President of Ukraine, the Government, the Verkhovna Rada of Ukraine, the National Security and Defense Council and other central executive bodies make a number of quick, efficient and operational decisions. The actual implementation of their powers and their active influence on the socio-economic group in the regions is directly related to the sufficient amount of material and financial resources at their disposal, and therefore the current relevance in modern conditions today is the issue of budget revenues as one of them the main levers in the sphere of activity of municipal authorities. In times of war, the state is heavily dependent on external financing and internal borrowing. In March, borrowings helped the government finance expenditures. Almost half of March's expenditures on the general fund of the state budget were financed in this way. Currently, the state borrows funds in three ways. In order to support the economy in a state of war, where possible, the community should be interested in the legal functioning of its business activities, as well as budgetary institutions and organizations. themselves, but also in order for employers to pay taxes on the salaries of their employees. In other words, it is important that all employees receive a legal salary. Any payments "in an envelope" mean that the tax on such income is not paid, and therefore - the local budget remains without replenishment. Ukraine will use part of the received loans and grants to repay debts. Fortunately, 2022 is not difficult in terms of payments on government borrowing. September will be the hardest. Then we will have to pay UAH 54.13 billion, of which UAH 51 billion will be paid on foreign debts, ie in foreign currency. The Ministry of Finance has a margin for September payments. In particular, the US government's credit guarantees of $ 1 billion, under which Ukraine can issue Eurobonds, have not yet been used.
